Meetings are too often viewed by participants as a waste of time.  Either there is no set agenda, or the agenda fails to meet the needs of all involved.  Participants are guarded in their contributions, either to protect their turf or to avoid antagonizing someone more senior or powerful.  Certain individuals dominate the meeting, squelching other opinions and ideas.  Participants spend more time and effort in assigning blame instead of accepting responsibility.  The discussion veers off track and participants lose focus.  As a result of any of these problems, little is accomplished and the meeting ends up sapping productivity. 

The key to an effective meeting is establishing an appropriate agenda and ground rules upfront, and ensuring that all participants (including the person leading the meeting) stick to them.  A neutral, capable facilitator with no decision making authority can help the group effectively manage their discussion and stay on track.  By definition, an internal group member inherently has some conflicts and biases, or is perceived as having some;  the lack of neutrality limits this person’s ability to effectively lead the discussion.
